Staff & Academic Reduction in Time Program (START)

The Office of the President has announced that the START program will go into effect immediately and that reductions in time may begin on June 1, 2003.  The School of Medicine will participate in the program although the earliest date that reductions in time may be put in to effect is July 1, 2003.  A full description of the START program is available at the UCOP website.

In addition to the procedures established by the Office of the President, the following will be required for any reductions proposed under the START program within the School:

  1. The senior, non-academic administrator for the Department/ORU must sign the Department Head Signature line of the Contract (UBEN 260).  This approval authority may not be delegated.

  2. After the Contract is completed and signed by both the employee and Department Head, a copy of the Contract and a brief cover memo must be forwarded to OHRS Director Guy Zuzovsky at Box 1379 for review and approval.  The cover memo should describe how the Department/ORU will accommodate the reduction in time (what steps will be taken to maintain the workload with reduced staff) and any effect(s) on the unit's operations as a result of implementing the reduction in time.

  3. The Dean's Office will notify the Department/ORU when the proposed action has been approved and that the action may be entered into the EDB.  The Dean's Office will also forward a copy of the Contract to Campus Human Resources, although it will be the responsibility of the Department/ORU to send a copy of the Contract to Retirement Administration at the Office of the President.

  4. The termination or amendment of a START Contract does not require Dean's Office approval; however, a copy of the Contract Amendment form (UBEN 261) must be forwarded to the Dean's Office.  The Department/ORU will be responsible for forwarding copies of this form to Campus Human Resources and the Office of the President.
